Requires child support enforcement agency to pass through up to $100 per month for families with one child and up to $200 per month for families with more than one child to families receiving Temporary Assistance for Needy Families (TANF).

Directs the Department of Human Services to disregard passed-through child support payments when calculating income and determining eligibility for public assistance benefits.

Increases maximum fines for employers who fail to comply with income withholding orders or who discharge, refuse to hire, or take disciplinary action against employees subject to child support withholding from $250 to $1,000.

Appropriates unspecified general revenues to the child support enforcement agency for fiscal years 2023-2024 and 2024-2025 to implement these requirements.

Takes effect July 1, 2023.
