Adds new section to Hawaii Revised Statutes Chapter 663 granting immunity to the State or counties for personal injuries or property damage arising from repair or maintenance of streets with disputed ownership or jurisdiction between State and county.

Defines the immunity as applying to streets as defined in section 291C-1 where ownership or jurisdiction is actively disputed between the State and a county.

Clarifies that performing repair or maintenance on a disputed street shall not confer ownership or jurisdiction over that street to the entity performing the work.

Takes effect June 30, 3000.
