Amends Hawaii Revised Statutes Section 514E-10 to clarify requirements for developers registering time share plans that include units located outside the State.

Requires developers to submit a certification to the Department of Commerce and Consumer Affairs stating they have reviewed and concluded that out-of-state time share units comply with local zoning and land use regulations.

Eliminates the requirement for developers to submit evidence (such as county zoning forms) demonstrating that out-of-state time share units comply with local zoning and land use laws as part of the registration process.

Maintains existing zoning compliance requirements for time share units located within Hawaii, which require county zoning designations and confirmation forms.

Takes effect on June 30, 3000.
