Establishes a water neutrality task force within the commission on water resource management to develop a plan for Hawaii to achieve water neutrality by 2050.

Task force shall create a plan that includes reducing water usage, increasing water reuse and recycling, and increasing fresh water supply.

Task force consists of six required members including the chairperson of the commission on water resource management, representatives from the department of health, board of agriculture, Hawaiian water resource experts, and legislative committee chairs.

Task force shall submit a report to the legislature no later than twenty days prior to the 2026 regular session and shall cease to exist on June 30, 2026.

Appropriates funds from general revenues for fiscal year 2023-2024 to establish the task force and develop the water neutrality plan, with expenditures made by the department of land and natural resources.
