Legislature finds that over 20,000 rental motor vehicles on Maui negatively impact Hawaii's clean energy goals and greenhouse gas emission reduction efforts

Authorizes counties to adopt ordinances and rules deemed necessary for public convenience and necessity regarding rental vehicle numbers

Takes effect upon approval
