Increases the acreage threshold for county-level district boundary amendments from 15 acres to 50 acres, allowing counties to approve amendments without land use commission review for parcels of 50 acres or less.

Exempts district boundary amendments involving conservation districts, important agricultural lands, and parcels larger than 50 acres from county approval authority, requiring these to proceed through the land use commission.

Permits counties to consolidate state land use district boundary amendment proceedings with county proceedings for general plan amendments, development plans, and zoning changes.

Amends Hawaii Revised Statutes Section 205-3.1 and Section 205-4 to reflect the new 50-acre threshold and clarify which types of land use changes require land use commission approval.

Takes effect upon approval and does not affect rights, penalties, or proceedings that existed before the law's effective date.
