• Establishes a Department of Education teacher loan program providing up to $5,000 loans to teachers who commit to five years of full-time teaching in hard-to-fill positions (special education, shortage categories, Title 1 schools) or rural schools.

• Provides loan forgiveness after five years of service; if borrower fails to complete the five-year commitment, the loan becomes repayable at terms to be determined by the department.

• Loan liability is canceled upon borrower's death or permanent total disability.

• Establishes an identical public charter school teacher loan program administered by the State Public Charter School Commission with the same loan amounts, forgiveness conditions, and repayment terms.

• Creates revolving funds for both programs funded by legislative appropriations, private contributions, loan repayments, and other sources; allows up to 5% of outstanding loan amounts for administrative expenses.
