Requires the School of Travel Industry Management at University of Hawaii at Manoa to conduct a study establishing tourism social carrying capacity estimates for each of the islands of Oahu, Maui, Hawaii, Kauai, Lanai, and Molokai.

Study must consider tourism social carrying capacity as perceived by both Hawaii residents and visitors to understand how overtourism affects quality of life and visitor satisfaction.

School of Travel Industry Management must consult with the Department of Health and Department of Land and Natural Resources to assess how tourist volume affects health systems, state parks, hiking trails, and beaches on each island.

Study shall assess visitor industry employment quality and benefits, examine resource capacity limits, and review other locations experiencing overtourism.

Appropriates unspecified funds from general revenues for fiscal year 2023-2024 to conduct the study, with findings and recommendations due to legislature no later than twenty days before the regular legislative session.
