Establishes a green user fee program under Chapter 184, Hawaii Revised Statutes, to collect user fees (including film permitting fees) for state parks identified by the Department of Land and Natural Resources, with fees deposited into the state parks special fund.

Allows counties to request participation in the green user fee program, with the department collecting county park fees and remitting them to the appropriate county.

Requires the department to develop a mobile application for the green user fee program to manage reservations and collect fees, available in Traditional and Simplified Chinese, Japanese, Korean, and Tagalog.

Exempts individuals from the green user fee program if they have filed or paid state income taxes for the immediately previous tax period, or established domicile in Hawaii as evidenced by a driver's license, civil identification card, school identification card, or other official government document.

Appropriates unspecified funds for fiscal years 2023-2024 and 2024-2025 for the reservation and fee collection system and four full-time equivalent positions (program administrator, administrative assistant, county coordinator, and film permitting liaison).
