Amends Hawaii Revised Statutes Section 46-1.5 to grant counties explicit authority to adopt ordinances regulating hosting platforms that provide booking services for transient accommodations operators.

Defines "booking service" as any reservation or payment service facilitating transactions between prospective transient users and hosts.

Defines "hosting platform" as any person who participates in the transient accommodations business by collecting or receiving fees for conducting booking services through any facilitation medium.

Authorizes counties to regulate hosting platforms to prevent proliferation of illegal transient accommodations and preserve residential housing supply.

Effective date set for June 30, 3000.
