Creates a two-year pilot program within the Hawaii tourism authority to operate a shuttle between Haleiwa and Turtle Bay Resort on Oahu's north shore.

Hawaii tourism authority must submit a report to the legislature no later than twenty days before the 2026 regular session with a recommendation on whether to make the program permanent.

Pilot program terminates on June 30, 2025, and the Act is repealed on that same date.

Appropriates unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025, including costs for shuttle operations and parking lot site selection.

Takes effect on July 1, 2023.
