Establishes labeling requirements for mamaki tea grown in Hawaii, requiring labels such as "100% Hawaii-Grown Mamaki Tea," "Hawaii-Grown Mamaki Tea," "100% Hawaiian Mamaki Tea," or "Hawaiian Mamaki Tea" on the principal display panel when all mamaki tea in the package is Hawaii-grown.

Requires packages containing a portion of Hawaii-grown mamaki tea to display the percentage by weight of Hawaii-grown mamaki tea on the principal display panel, calculated by dividing the weight of Hawaii-grown mamaki tea by total mamaki tea weight and multiplying by 100.

Mandates that all non-consumer packages containing Hawaii-grown mamaki tea introduced into intrastate or interstate commerce must bear a label stating the package contains Hawaii-grown mamaki tea.

Requires persons selling mamaki tea products claimed to be Hawaii-grown to provide documented proof to the administrator upon demand that the represented amount of mamaki tea was actually grown in Hawaii.

Appropriates funds to the Department of Agriculture for fiscal years 2023-2024 and 2024-2025 to administer the mamaki tea labeling requirements, with violations subject to penalties under section 486-32.
