Increases maximum fine for bribery conviction from $25,000 to $250,000, in addition to imprisonment or probation sentences.

Makes persons charged (not just convicted) of bribery ineligible for deferred acceptance of guilty plea or nolo contendere plea under chapter 853.

Requires the Commission on Salaries to consider factors for attracting qualified individuals and deterring corruption and bribery when making salary recommendations for state officials.

Changes effective date for recommended salary increases to January 1 of the year following the first election after the salary commission convenes, instead of July 1 of the next fiscal year.

Effective date: June 30, 3000.
