Establishes a three-year pilot project authorizing single occupant vehicles to use the zipper lane (HOV lane) for a fee of $2 per one-way trip or $100 per month for unlimited trips.

Directs the Department of Transportation to develop and implement the pilot project and adopt necessary rules under chapter 91.

Requires progress reports to the legislature no later than twenty days prior to the 2025 and 2026 regular sessions, including status, enforcement procedures, costs, fees collected, traffic impacts, and other relevant matters.

Requires a final report with legislative recommendations no later than twenty days prior to the 2027 regular session.

Appropriates funds from general revenues to the Department of Transportation for fiscal years 2023-2024 and 2024-2025 to develop and implement the pilot project; the Act takes effect July 1, 2023 and repeals June 30, 2027.
