Adds a new section to Chapter 264, Hawaii Revised Statutes, requiring the Department of Transportation to authorize state and county traffic project contractors to make changes to traffic flow and safety or mitigation efforts during periods of severe traffic.

Prohibits contractors from charging additional fees for changes made to traffic flow and safety or mitigation efforts.

Grants the Department of Transportation final determination authority over all changes made to traffic flow and mitigation efforts on state or county traffic projects.

Takes effect on June 30, 3000.
