Authorizes the Stadium Authority to sell or lease naming rights to Aloha Stadium and its facilities as a revenue-generating measure.

Adds naming rights authority as a new power and duty of the Stadium Authority under Hawaii Revised Statutes Section 109-2(9).

Allows outdoor advertising devices displaying the stadium name pursuant to naming rights agreements, limited to the name only without images or additional text.

Revenue generated from naming rights sales or leases will assist in funding the stadium's operating expenses.

Takes effect upon approval.
