Department of Accounting and General Services (DAGS) and Department of Public Safety (DPS) shall plan and implement security improvements at the State Capitol, including controlled access points with weapon detection equipment on rotunda and chamber levels, fencing to prevent unauthorized vehicle and pedestrian access, and private security personnel to screen for weapons and contraband.

DAGS shall remove all parking meters from the State Capitol parking facility by October 31, 2023, and reallocate parking stalls to the governor, lieutenant governor, senate, house of representatives, and legislative reference bureau on a pro rata basis for state employees.

Department of Land and Natural Resources historic preservation division shall evaluate and expedite exemptions from historic preservation designations if necessary to accomplish the security improvements.

DAGS and DPS shall submit annual reports to the legislature no later than twenty days before the 2024 and 2025 regular sessions on the status of security improvement implementation efforts.

Appropriates unspecified sums from general revenues for fiscal years 2023-2024 and 2024-2025 to DAGS for security improvements and to DPS for security screening equipment and private personnel services; effective July 1, 2023.
