Removes the requirement for environmental assessments on any use within historic sites designated in the National Register or Hawaii Register under the Historic Preservation Act of 1966 or chapter 6E, Hawaii Revised Statutes.

Eliminates the requirement for environmental assessments on any use within the Waikiki special district as defined in the Honolulu land use ordinance.

Renumbers subsequent subsections in Hawaii Revised Statutes section 343-5(a) to reflect the removal of the two exemptions, shifting former subsections (6) through (9) to become subsections (4) through (7).

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that existed before the effective date.
