Requires the Hawaii State Energy Office to enter into a public-private partnership to develop a waste-to-energy generating facility on land under the jurisdiction of the Department of Land and Natural Resources.

Amends Hawaii Revised Statutes Section 196-71(b) to add this waste-to-energy facility development as a new duty (subsection 5) of the Hawaii State Energy Office.

Legislature finds that waste-to-energy facilities divert solid waste from landfills while extracting energy and valuable materials for recycling to help meet the State's solid waste reduction goals.

Takes effect upon approval.
