Appropriates unspecified funds to the Honolulu Board of Water Supply for fiscal years 2023-2024 and 2024-2025 to establish an irrigation water use reduction pilot program.

Provides rebate incentives (maximum $1,500 per project) to residential homeowners in dry areas of Oahu previously served by Aiea and Halawa wells who replace water-intensive landscaping with alternatives that reduce water use.

Requires 40 percent matching funds from the City and County of Honolulu and verification of at least 30 percent water use reduction by a licensed landscape contractor.

Includes outreach and education services to the public on landscaping and irrigation alternatives that reduce water consumption.

Requires the Board of Water Supply to submit a report to the Legislature detailing water use reduction metrics, implementation findings, and recommendations for program continuation.
