Increases the state supplemental payment rate for facility type I adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes from $651.90 to $772, effective July 1, 2023.

Maintains the existing state supplemental payment rate of $759.90 for facility type II adult residential care homes.

Appropriates unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025 to provide the $772 state supplemental payments to eligible care home providers for clients receiving federal supplemental security income or public assistance.

Directs the Department of Human Services to expend appropriated funds to implement the increased payment rates.
