Requires state departments to assess feasibility of installing distributed energy resource systems (solar and battery storage) at each facility, with reports due January 1, 2024 for facilities not retrofitted since 2010 and January 1, 2026 for all other facilities.

Mandates state departments implement and install the distributed energy resource systems detailed in feasibility reports no later than five years from the report submission date.

Prohibits state entities from claiming tax credits, deductions, or depreciating assets under title 14 for implementing these energy efficiency measures.

Prioritizes implementation of energy efficiency measures at first responder facilities, including fire stations, paramedic facilities, and emergency medical technician stations.

Defines distributed energy resource systems as assemblies of solar energy generating and energy storing materials sited at facilities with related infrastructure necessary for operation.
