Allows bicycle, motorcycle, and moped operators to proceed through a steady red traffic signal between 11:00 p.m. and 5:00 a.m. if the vehicle detection device fails to recognize their vehicle.

Requires operators to come to a complete stop at the intersection and wait over the vehicle loop detector (when visible) before proceeding through the red signal.

Mandates that operators must wait for at least one complete traffic signal cycle to confirm the signal will not change to green due to inoperative detection.

Prohibits proceeding through red signals if contraflow lanes are in operation or being set up, and requires operators to yield right-of-way to vehicles already in the intersection.
