Requires the Department of Land and Natural Resources to create a strategic plan for maintenance dredging of small boat harbors, channels, ramps, and other port infrastructure, including sand bypassing, dewatering, stockpiling, and beach nourishment.

Strategic plan must include a list of projects where dredging is needed, detailed estimated costs for each project, and a timeline for completion that minimizes service interruptions.

Department must submit the strategic plan and any proposed legislation to the legislature no later than twenty days before the 2024 regular session convenes.

Department of Land and Natural Resources must complete a minimum of two projects identified in the strategic plan.

Appropriates unspecified funds for fiscal year 2023-2024 to create the strategic plan and $3,000,000 for fiscal year 2024-2025 for maintenance dredging projects.
