City and County of Honolulu must transfer to the State its authority to construct a new roadway extending Makakilo Drive to Kualakai Parkway.

All appropriations, records, equipment, personal property, and real property held by the City and County relating to the transferred functions shall transfer to the Department of Transportation.

Appropriation from general revenues of the State of Hawaii for fiscal years 2023-2024 and 2024-2025 to be deposited into the state highway fund (amount not specified in bill).

Appropriation from the state highway fund for fiscal years 2023-2024 and 2024-2025 for planning and construction of the Makakilo Drive to Kualakai Parkway roadway extension (amount not specified in bill).

Act takes effect July 1, 2023.
