Establishes the Office of the Reproductive Health Care Access Coordinator within the Department of Human Services to improve reproductive health care access on all populated islands in Hawaii.

Coordinator shall develop training programs for licensed health care providers, administer continuing education on reproductive health care best practices, and subsidize telehealth technology costs for providers with financial need.

Coordinator shall fund reproductive health care providers' travel expenses to serve rural and medically underserved areas on neighbor islands and establish clinics in underserved areas.

Coordinator shall identify state laws, rules, or administrative practices that create barriers to reproductive health care and submit annual findings and recommendations to the legislature starting no later than 20 days before the 2025 regular session.

Appropriates general revenue funds for fiscal years 2023-2024 and 2024-2025 to support one full-time coordinator position, one full-time administrative position, travel expenses, telehealth technology subsidies, and implementation costs (specific appropriation amount blank in text).
