Allows the Director of Transportation to exempt certain ground transportation facility projects from historic preservation review (Chapter 6E), provided excavation does not exceed 24 inches below grade.

Exempts qualifying projects from environmental impact statement requirements (Chapter 343) if the Department of Transportation obtains written agreement with the governmental entity or landowner controlling the project site.

Exempts projects from Hawaii public procurement code requirements (Chapter 103D) if the contract does not exceed $100,000.

Limits exemptions to projects with primary purpose of building protective infrastructure for pedestrians, bicyclists, and mobility device users by adding no more than 12 feet in width to existing travel surfaces or creating new hardened surfaces of no more than 12 feet in width.

Takes effect on July 1, 2023.
