Transfers all powers, duties, and functions of the stadium authority to the Department of Business, Economic Development, and Tourism (DBEDT), effective July 1, 2023.

Repeals section 109-1 establishing the independent stadium authority board and consolidates stadium facilities management under DBEDT's director authority.

Removes the stadium authority chairperson from the Hawaii Interagency Council for Transit-Oriented Development membership.

Removes the stadium authority from the list of entities whose financial disclosures are public records.

Transfers all stadium authority employees, appropriations, records, contracts, and property to DBEDT while preserving employee civil service status and benefits.
