Notes that nearly one-third of Hawaii residents and half of all children are enrolled in Medicaid, with enrollment increasing 40 percent since March 2020.

Prioritizes home and community-based service providers with high utilization and no recent rate updates, including case management agencies, community care foster family homes, and adult day health centers.

Includes appropriations language allowing funds from fiscal year 2023-2024 to not lapse at fiscal year end, with all unencumbered moneys lapsing on June 30, 2025.
