Expands the state archives preservation and long-term access special fund to include photographic, phonographic, and audio-video records and collections with unique historical value or related to Hawaii's diverse ethnic and indigenous cultures.

Establishes three additional funding sources for the special fund: private grant moneys and donations, and all interest earned or accrued on deposited moneys.

Authorizes comptroller expenditures from the special fund for staff positions and administrative and operational costs of the program.

Appropriates unspecified sums from general revenues to the special fund for fiscal years 2023-2024 and 2024-2025, with matching appropriations from the special fund for preservation and long-term access activities.

Effective date: June 30, 3000.
