Requires the Department of Land and Natural Resources to prepare a master plan for Sand Island State Recreation Area that develops the concept of a "people's park" with community and stakeholder participation.

Master plan must incorporate a Native Hawaiian arts and cultural center, assess environmental conditions including climate change and sea level rise, and propose improvements to existing facilities and new infrastructure.

Master plan shall preserve and interpret significant historic features and expand outdoor recreation opportunities.

Appropriates unspecified funds to the Department of Land and Natural Resources for fiscal years 2023-2024 and 2024-2025 to prepare the park master plan.

Effective date is June 30, 3000 (note: date appears to be a typographical error in the legislation).
