Explicitly authorizes counties to regulate hosting platforms that provide booking services for short-term rentals through zoning ordinances.

Defines "hosting platform" as a person or entity providing booking services and collecting or receiving a fee for short-term rental transactions.

Defines "short-term rental" as payment for use or exchange of a residential dwelling for less than 180 days (or lesser duration set by county), including transient vacation rentals under Hawaii Revised Statutes section 514E-1.

Amends Hawaii Revised Statutes section 46-4(a) to add hosting platform practices to the list of matters counties may regulate through zoning ordinances.

Takes effect on June 30, 3000.
