Amends Hawaii Revised Statutes Section 201-13.8 to require the Department of Business, Economic Development, and Tourism (DBEDT) to establish and maintain a statewide data hub for collecting employer and employee data.

Grants DBEDT authority to determine the types of employer and employee data to collect, the functions of the data hub, and policies for data access and retention.

Requires all employers subject to chapter 371 to maintain records of wages, hours, employment conditions, and practices for five years, and to retain records of former and current physical addresses and North American Industry Classification System codes.

Authorizes DBEDT to access and copy employer records pertinent to data collection and requires employers to furnish requested information in the form and manner prescribed by DBEDT.

Appropriates unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025 to design, install, populate, and manage the statewide data hub, with funds to be expended by DBEDT.
