Directs the bureau to solicit input from community, governmental, and stakeholder groups to identify strengths, weaknesses, and characteristics of Hawaii's current tourism governance system.

Requires the bureau to synthesize three potential alternative tourism governance systems applicable to Hawaii and publish a draft report by September 1, 2024, followed by a two-month public input program.

Appropriates $750,000 for fiscal year 2023-2024 and $750,000 for fiscal year 2024-2025 to the legislative reference bureau to conduct the study, with final report due to legislature prior to 2025 regular session.
