Amends Section 323F-8 of Hawaii Revised Statutes to clarify that the corporation board appoints the chief executive officer by majority vote of voting members rather than entire board membership.

Changes the requirement for discharging the chief executive officer to a majority vote of voting members instead of entire board membership.

Maintains existing provisions that the chief executive officer is exempt from Chapter 76 and Section 26-35(a)(4), and may appoint up to 18 additional exempt personnel.

Allows discharge of exempt personnel with or without cause, provided that removal without cause does not prejudice any contract rights.

Takes effect upon approval.
