HB 1389 Summary

• Reinstates HRS §436B-14.8 without a sunset date, allowing military members to present their armed forces education, training, and service as part of professional and vocational licensing qualification requirements in Hawaii.

• Requires all licensing authorities subject to Chapter 436B to consider relevant military education, training, or service from U.S. armed forces, reserves, National Guard, state military reserves, or state navy militia as part of the evaluation process for licensure.

• Mandates that evidence of military service presented for fulfillment of licensing requirements must demonstrate substantial equivalency to state standards.

• Requires the licensing administrator of the professional and vocational licensing division to communicate the Act's intent and parameters to each licensing authority and submit an implementation report to the legislature by twenty days prior to the 2024 regular session.

• Takes effect on July 1, 2023.
