Excludes judges, elected officials, and legislative officers who first enter service after June 30, 2023 from Class A membership in the Employees' Retirement System, subjecting them instead to the same retirement benefits as other employees hired after June 30, 2012.

Eliminates enhanced retirement benefits for judges, elective officers, and legislative officers hired after June 30, 2023, including the 3.5% per-year benefit formula previously available to these positions.

Prevents individuals who first earn credited service as judges, elective officers, or legislative officers after June 30, 2023 from accessing the special retirement eligibility provisions that allowed retirement with ten years of service regardless of age.

Applies the standard post-2012 employee retirement formula to new judges, elected officials, and legislative officers, requiring age 60 with ten years of service or age 55 with twenty-five years of service for retirement eligibility.

Prohibits members who first enter service as judges, elected officials, or legislative officers after June 30, 2023 from electing to become Class H members under the system.
