Appropriates funds to the Department of Land and Natural Resources' Division of Forestry and Wildlife to manage overcrowded trailheads as part of the Na Ala Hele trail and access program for fiscal years 2023-2024 and 2024-2025.

Authorizes funding for office, safety, field supplies, four four-wheel drive vehicles, and planning consultant contracts to address hotspots at popular hiking trailheads.

Establishes six new permanent positions: one Planner V on Oahu, three Specialist IV positions (one each on Maui, Oahu, and Kauai), one Technician on Kauai, and one Abstractor on Oahu.

Addresses overcrowding issues at Na Ala Hele-maintained trails caused by increased visitor and resident use following COVID-19 pandemic and social media exposure.
