Creates a new bargaining unit (unit 16) for state and county telecommunications and emergency dispatchers and other telecommunications dispatch personnel who perform similar functions.

Adds dispatchers to the list of employees eligible for collective bargaining under Hawaii Revised Statutes Section 89-6, recognizing them as performing critical services beyond clerical work.

Establishes voting structure for bargaining unit 16 with the governor having four votes and each mayor having one vote, matching the structure used for firefighters and police officers (units 11 and 12).

Applies to employees throughout the state employed by state and county governments who work in telecommunications and emergency dispatch positions.

Takes effect June 30, 3000.
