Requires the Department of Transportation to conduct a two-year study on maximizing the use of recycled asphalt across Hawaii.

Study must establish best practices for paving projects and determine standards for processing, stockpiling, and disposal of planed asphalt pavement.

Study shall evaluate water retention, permeability, and other features of recycled asphalt, and determine administrative penalties for non-compliance with recycled asphalt practices.

Department of Transportation must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 regular session.

Effective date set for June 30, 3000.
