Establishes a new part in Chapter 368, Hawaii Revised Statutes, requiring state facilities, businesses, and recreational facilities to meet minimum accessibility standards for individuals with disabilities.

Mandates specific accessibility measures including ADA-compliant entry and exit points with doors requiring no more than five pounds of force to operate, handrails on toilet stalls and stairs/ramps, and two big wheel beach chairs at each lifeguard tower.

Requires all state facilities, businesses, and recreational facilities to increase handicap parking stalls by 50 percent of existing stalls as of the effective date, with a minimum increase of one additional stall.

Directs the Department of Transportation to oversee installation of ramps at necessary sidewalks and requires electric scooters or wheelchairs availability at each airport in designated locations.

Mandates that all accessibility measures constructed or installed at state facilities on or after July 1, 2023, comply with the federal Americans with Disabilities Act of 1990 and state accessibility standards.
