• Requires all playgrounds in state parks, county parks, and public school grounds to include special needs recreational playground equipment by June 30, 2025, with a wheelchair accessible swing set as minimum requirement.

• Establishes the special needs recreational playground equipment special fund to be administered by the Department of Land and Natural Resources for acquisition, installation, and maintenance of accessible equipment.

• Mandates all special needs recreational playground equipment comply with 2010 Americans with Disabilities Act Standards for Accessible Design or successor accessibility standards.

• Appropriates unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025 to the special fund, with allocations to the Department of Land and Natural Resources, Department of Education, and counties (Honolulu, Hawaii, Kauai, and Maui).

• Takes effect July 1, 2023.
