Requires the Department of Human Services to adopt rules by January 1, 2025 (contingent on federal approval) to eliminate the $2,000 per-individual liquid asset limit for med-QUEST program eligibility.

Directs DHS to submit a report to the legislature no later than twenty days before the 2026 regular session examining the effects of removing the asset limit, including changes in application rates, administrative costs, and other benefits or detriments.

Eliminates a requirement that currently suspends medical insurance coverage for med-QUEST patients who accumulate more than $2,000 in liquid assets.

Takes effect on June 30, 3000 (effective date appears to contain a clerical error).
