Requires hemp product labels to identify the percentage of Hawaii-grown hemp contained in the product, with a font size large enough for consumers to easily read on the physical package.

For hemp products containing non-Hawaii hemp, requires labels to identify the origin and percentage of hemp from outside Hawaii, or designate multiple origins as "United States" or "Foreign" if applicable.

Amends Section 141-42 of Hawaii Revised Statutes to establish labeling requirements for hemp product identity statements used in advertising or labeling.

Amends Section 328G-3 of Hawaii Revised Statutes to require hemp product labels to clearly display Hawaii-grown hemp percentage and origin information for non-Hawaii hemp.

Appropriates funds for one full-time measurement standards inspector position with the Department of Agriculture for labeling and packaging enforcement and inspection for fiscal years 2023-2024 and 2024-2025.
