HB 1430 Summary

• Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaii at Hilo through collaboration between the Imiloa Astronomy Center and the Hawaiian Language College.

• Grants the institute unique powers of scheduling, outreach, and functionality distinct from the University of Hawaii, with option to incorporate as a nonprofit corporation.

• Exempts the institute from qualifying standards and conditions of Chapter 42F, though any contractors or recipients must comply with Chapter 42F provisions.

• If incorporated as nonprofit, the institute must be licensed/accredited, comply with federal and state nondiscrimination laws, prohibit use of state funds for entertainment or lobbying, maintain bylaws describing activities, and have an uncompensated board with no material conflicts of interest.

• Allows the institute to seek and accept grants and gifts from public and private sources, enter into power purchase agreements, own patents and copyrights from its activities, and requires annual reporting to the legislature; effective July 1, 2050.
