Requires the Office of Hawaiian Affairs to establish and maintain no fewer than Hawaiian cultural centers within the State by a specified deadline.

Each Hawaiian cultural center must dedicate itself to Hawaiian culture and history with geographic emphasis, provide static and interactive displays, offer regular classes in Hawaiian chanting, dancing, music, language and cultural practices, and serve as a public gathering place for celebrations.

Mandates the Office of Hawaiian Affairs submit compliance reports to the legislature no later than twenty days before the regular sessions of 2024 and 2026, including status updates, cost estimates for planning and construction, proposed legislation, and other relevant information.

Appropriates unspecified funds from general state revenues for fiscal years 2023-2024 and 2024-2025 for the planning and design of one Hawaiian cultural center, to be expended by the Office of Hawaiian Affairs.

Effective date: July 1, 2023.
