Amends Section 346-59 of Hawaii Revised Statutes to include "long-term supports and services" alongside medical care in the Department of Human Services payment provisions.

Modifies the director's annual report to the legislature to estimate funding needs based on rates determined under the revised subsection (c) rather than maximum federal and state permitted rates.

Appropriates an unspecified amount from general revenues for fiscal year 2023-2024 to fund costs incurred while the department establishes payment rates under the amended statute.

Takes effect upon approval, with the appropriation provision effective July 1, 2023.
