Adds the fire chief of the Hawaii state aircraft rescue fire fighting unit to the state fire council membership, which currently consists only of the four county fire chiefs.

Adds a representative of the division of forestry and wildlife of the department of land and natural resources to the state fire council membership.

Requires both the Hawaii state aircraft rescue fire fighting unit and the division of forestry and wildlife to be included in advisory committees appointed by the state fire council for drafting the state fire code and coordinating statewide training, data collection, and contingency planning.

Modifies the state fire council's advisory powers to include advising and assisting "county and state" fire departments, expanding beyond the current county-only focus.

Takes effect on June 30, 3000.
