HB 1464 Summary

• Requires all individuals to comply with the federal Military Selective Service Act in order to enroll in state-supported post-secondary institutions, including the University of Hawaii system.

• Prohibits individuals not in compliance with the Military Selective Service Act from receiving state-provided loans, grants, scholarships, or other financial assistance for post-secondary education.

• Bars non-compliant individuals from employment by the State or any of its political subdivisions, including all offices, boards, commissions, departments, agencies, and institutions.

• Provides exceptions for individuals under 18 years old, those 26 or older who previously complied, those serving in active duty military, non-citizens, Pacific Island permanent residents, and those excused under federal law.

• Takes effect July 1, 2023.
