Counties in Hawaii with populations of 200,000 or less must establish a five-year pilot project by January 1, 2024, to regulate hosting platforms that provide booking services for transient accommodations.

Defines "booking service" as reservation or payment services facilitating transactions between prospective users and accommodation hosts.

Defines "hosting platform" as any person who collects or receives fees for conducting booking service transactions in the transient accommodations business.

Each participating county must submit a report with findings, recommendations, and any proposed legislation to the legislature at least 20 days before the 2029 regular legislative session convenes.

The Act takes effect July 1, 2023, and automatically repeals on June 30, 2029.
